Economical Eccentric Internal Combustion Engine

The new eccentric internal combustion engine is proposed. This eccentric engine decreases the fuel rate 20-30%, the weight by 2-3 times, and the size 2 times. The mechanism is simple and production of this engine is cheaper. Engine can utilize any liquid fuel.
The eccentric engine may be used in the automobiles, motorcycles, ships, aircraft, in military application; as a matter of fact, it can be used wherever internal combustion engines are presently in use.
The USA alone produce about 9 millions cars every year.
Expenses for Research and Development (R&D) is S5M up 3 years. Production cost is $2 K, price is 4K each.

Letter to Congress
(About Inventions)

Honorable Mr. Hatch:

I would like to draw your attention to following situation. There are a lot of high skill specialists, pensioners, refugees, joblessness, and poor people, who have many good ideas for patenting in the USA.
However, they can not put their contribution in engineering, science, and technology of the USA.
The patent related fees and charges, which are payable to Patent and Trademark Office, are very large and increase every year. During last 5-6 year they increased in 2-3 times. Now we must pay 1000 dollars only to Patent and Trademark Office and those are in 8-20 times more if you will use patent attorney and agent.
It is impossible for most new immigrants, joblessness and poor people, who want to make a contribution to the technological progress of the USA.
For example, I worked in Soviet Space/Avia industries for 25 years. I am a doctor of Aerospace Sciences, an author of 60 scientific articles and books. I got 13 patents (authors certificates) in the former USSR. Some of them are classified in Aerospace and Aviation. I didnt have patent problems in the former USSR. I gave my ideas to State, Government Patent Office made patent process absolutely free and gave me the an author certificate. According to the law, if my inventions commercialized, factory paid me small royalty.
I have a lot of excellent, very important ideas regarding engines, aviation, space, etc. I love the USA and I want to make my contribution to America. However, when I offer my inventions to Government Patent Office they answer me, that I must give my inventions to private company. I think it is wrong. Any private company think only about profit for itself.
This position of Government Office is a violation of my constitution Right as an American citizen and Right of poor people to make a contribution to the technological progress of the USA.

I ask you to make (offer) the following additional LAW (amendment) about patents:

1. Any American citizen can give his invention to Federal Government. In this case the Patent and Trademark Office make all patent process absolutely free. The Patent and Trademark Office must provide all necessary support, consulting, and help for author. Author gets patent (or an author certificate) but Federal Government is an owner of this patent.
2. The Government organization can use this patent free. Any private industrial organizations which used this patent for production machines, devices, instruments, etc., must pay 1% of the wholesale price as a royalty to an author, and 1% to the Government Patent Office during all function time of patent.


I hope you understand how this law (amendment, order, rule) is important for technological progress of the USA. The hundreds of thousands of poor inventors can take part in industrial process and realize their Rights to make a contribution to our admirable homeland - the USA. The government can also have a big profit from it.
The Federal Government can only make it in fields which important for the USA, for example, DOD, Space, Aviation, NAVY, Computers, Saving of Energy, Environment, , etc.
I had an oddity. I developed in NASA (DFRC) aviation project from National Research Council (Government organization!) and made three inventions. But NASA dont want to patent them because I was not an employee of NASA! I can send you the detail information about this typical case.
